Gujarat Industrial Policy 2025: Key Incentives Every Manufacturer Must Know

1Overview of Gujarat Industrial Policy 2025
The Gujarat government released its updated Industrial Policy 2025 with a strong focus on manufacturing growth, green energy, and MSME development. The policy introduces enhanced incentives for thrust sectors, revised SGST refund norms, and special benefits for units investing in renewable energy infrastructure.
2Capital Subsidy — Revised Rates
Under the new policy, eligible new manufacturing units can claim capital subsidy at 12% to 25% of fixed capital investment depending on the district and sector. Thrust sector units in backward districts can receive up to 25% subsidy. The maximum cap has been increased to ₹35 Lakhs for general category and ₹1 Crore for thrust sectors.
3SGST Refund — New Norms
The SGST refund scheme has been extended for 5 to 10 years depending on the investment size. New manufacturing units with investment above ₹10 Crore in thrust sectors can now claim 100% SGST refund for up to 10 years. Smaller units with investment below ₹5 Crore are eligible for 7-year refund at 75% of SGST paid.
4Interest Subsidy Updates
The interest subsidy scheme now covers loans from both banks and NBFCs — a significant expansion from the previous policy which only covered scheduled commercial banks. The subsidy rate remains at 7% per annum for general category and 9% for thrust sectors and SC/ST/women-led enterprises.
5Green Manufacturing Incentives
For the first time, Gujarat's industrial policy offers dedicated incentives for green manufacturing. Units installing rooftop solar, energy-efficient machinery, or water recycling systems can claim an additional 5% capital subsidy over and above the standard rate. This is a significant push toward sustainable industrial growth.
6Electric Duty Exemption
New eligible manufacturing units continue to receive exemption from electric duty for 5 years from the date of commercial production. The policy has expanded this benefit to include units in SEZs and GIDC estates outside the major cities of Ahmedabad, Surat, and Vadodara.
